Conflicting reports from various sources have made for some confusion re the actual schedule for Voice of the Broad Masses of Eritrea (VOBME), the official government-run radio of Eritrea. Below is my best guess – AQ ID in Arabic: “Huna Asmara, Idha’at Sawt al-Jamahir al-Iritriyyah”. ID in Tigrigna: “Ezi Kab Asmara Zemehalalef Medeber Radio Demtsi Hafash Eritrea Eyu”. ID in Amharic: “Yeh be Asmera ketema yemigegne yesifiw yeritrea hezeb demts yeamarigna agelgilot new”.

FRANCE

Paris, 16-10-98

Dear Colleagues and Friends,

I am glad to inform you that, from October 25th 1998, France will significantly contribute to the reduction of the HF spectrum’ congestion. Thanks to the “emergence of new technologies” and maybe to the limited confidence of the french programme society in analog HF broadcasting (+ resulting budget constraints), we have been urged to drastically reduce the number of transmitting-hours. The remaining transmitting-hrs will appear in the revised version of the HFCC “TDF Winter 98 schedule”. May I recall to you what were and are the major steps of this contribution to the improvement of HF spectrum occupancy: 1-01-1996 : deletion of our long-standing usages of 6175 kHz and 3965 kHz for Western Europe omni-directional coverage. 30-03-1997: deletion of North America coverage. 25-10- 1998: reductions to the coverages of South America, Central America, Central Europe, Near and Middle East, Africa, and this notwithstanding slight improvements since 1994 such as those resulting from the strong pressure : “as far as possible, one frequency per target, no more…” On a rough basis, in Winter 98, the number of transmitting-hrs will be 30 x 100 lower than in Summer 98, ISS. and GUF included. And this has nothing to do with the expected increasing SSN. French-speaking programmes are mainly concerned. Listeners complaining that they are no more able to tune in their programmes as usual are or will be invited to tune in local FM relay stations (quite obvious) Internet, .satellites (Astra,Intelsat,Panamsat,Echostar,Palapa,Asiasat) …while waiting for a wide spreading of low-price WorldSpace receivers. They might also tune in other stations. Further progress could be decided in the coming weeks or from 1-01-1999, but they are not known (by me at least) for the time being. 4895 AIR Kurseong, *1130 IS, a few words, then group vocal selection. Pretty good signal and much better than Aizawl-5050 at same time. (14-Nov/Novello-NC)

4920 AIR Chennai, *0015, IS, then W saying “Vande Mataram” and acapella group vocal; a few more words, then instrumental mx led off by a crazy percussion solo. Mumbai-4840 in but not quite as good at same time. (21-Oct/Novello-NC)

4940 AIR Guwahati 0010 Test tone till 0013, when bits and pieces of “Song of India” IS audible; hopeless from then on. Puny signal in barrage of QRN. (5- Oct/Hill-MA)

4950 AIR Srinagar, 1535-1550, news in English, AIR ID; mention of Kashmir after the news, but again a general ID and continuing with news in vernacular. Poor signal. (20-Nov/Pijpers/DSWCI DX-Window/van den Boogert-TAI)

4960.05 AIR Ranchi (p), 1530-1544, TS, short instrumental tune, W with ID and news in English, correspondent reports. News ended at 1544 with short instrumental tune. Quite good until 1533. The only source that lists AIR here is Klingenfuss ’98, and it says transmitter site is Ranchi. Can anyone confirm this? Haven’t seen this one mentioned in the DX press recently. They’ve moved 11620 to 11930 khz in URDU at 0100-0430 hrs and also NEPALI from 9550 khz to 9810 khz at 0130-0228 hrs. LIBERIA

5880 Star Radio, Monrovia, *0500-0505, tuned in to brass band anthem, muffled opening anmts by man in EE citing morning program sked to 8 o’clock (ie. 0800), then into lengthy talk by a different M anncr in local native language. Given the station has stated that the reactivated transmitter is only running 1.3 (or is it 3-?) kW, signal was surprising good, although LSB tuning is required to minimize slop from Vatican Radio on 5883. LIBYA

Libyan radio’s external service, Voice of Africa, was observed on 19th October with a news bulletin in English from 2044-2051followed by French from 2051-2059 on 15415 and 15235kHz. Arabic programming resumed at 2100. The English service identified as “the Voice of Africa broadcasting from Tripoli, Great Jamahiriyah.” This is the first time English or French programming has been observed from Libyan radio on shortwave for several years.Libyan radio’s external service in Arabic, which previously identified itself as Voice of the Greater Arab Homeland, has been identifying as Voice of Africa since 12th October. (BBCM) So far, the bulletins – approximately eight minutes in English followed by eight minutes in French – have been heard within the periods 0130-0200, 1130-1200, 1730-1800 and 2030-2100 (the timing varies slightly from day to day). Broadcasts in Arabic are heard at other times. (Libyan radio’s external service in Arabic, which previously identified itself as Voice of the Greater Arab Homeland, has been identifying as Voice of Africa since 12th October. It is observed on 15435, 15415 and 15235 kHz shortwave.
